The highest individual leaders of the party include:
- Party Leader: Serves as the party’s presidential candidate; if none is present, they are elected by the National Delegates Convention (NDC).
- Deputy Party Leader: Acts as the principal deputy and assists in the development and execution of party policies.
- National Chairperson: Provides strategic leadership, supervises overall party operations, and chairs the National Executive Committee (NEC) and NDC.
- Secretary General: Serves as the Party Spokesperson and is responsible for the effective management of the National Secretariat.
- National Treasurer: Oversees the party’s finances, ensuring compliance with public finance regulations and the Political Parties Act.
- National Organizing Secretary: Responsible for party mobilization and coordinating the 270-day recruitment plan across counties.

Organizational Architecture
The architecture of CIPA is designed to ensure a balance between supreme democratic decision-making and efficient, professionalized administration. It is structured into three primary tiers: Governance Organs (Political), The National Secretariat (Administrative/Technical), and Field Operations (Grassroots).
1. Governance Organs (The Decision-Making Tier)
These organs are responsible for the party’s political direction, constitutional oversight, and high-level policy formulation.
- National Delegates Convention (NDC): The supreme authority of the party. It elects national officials, amends the constitution, and ratifies major policy shifts or coalitions.
- National Governing Council (NGC): Acts on behalf of the NDC between conventions. It reviews the party’s legislative agenda and ensures the National Executive Committee is meeting its strategic targets.
- National Executive Committee (NEC): The principal executive organ. It manages party affairs, implements NDC/NGC decisions, and provides strategic leadership to the Secretariat.
- The Central Committee: A specialized core within the NEC tasked with rapid decision-making, handling emergencies, and managing the day-to-day political strategy.
2. Departments, Sections, and Units (The National Secretariat)
The National Secretariat, headquartered at Nyamira Plaza, is the professional arm of the party. Following the ORPP model of excellence, it is organized into Directorates, Departments, and Sections.
A. MEMBERSHIP, FIELD SERVICES & DIGITAL ECOSYSTEM DIRECTORATE
The Directorate is responsible for the management of the national recruitment drive, the digital membership portal, and the coordination of regional/county offices.
- Membership and Field Operations Department
- ICT & Digital Portal Section: Management of the CIPA Web Portal, cybersecurity, and real-time integration with the ORPP IPPMS.
- Registration & Recruitment Section: Oversight of member verification, statutory threshold tracking, and database integrity.
- Field Services Coordination Section: Management of the 27 County Liaison Offices, regional hubs, and logistical support for Ward Agents.
B. LEGAL, REGULATION & GOVERNANCE DIRECTORATE
This Directorate ensures the party complies with the Political Parties Act and the Constitution of Kenya while maintaining internal order and democratic standards.
- Compliance and Internal Democracy Department
- Statutory Compliance Section: Filing of all returns with the ORPP, management of the Data Protection mandate, and legal adherence to the Elections Act.
- Internal Dispute Resolution (IDRM) Section: Providing mediation and disciplinary services in accordance with the CIPA Constitution.
- Capacity Building Section: Training party officials, agents, and potential candidates on the 10-Pillar Manifesto and the “Microscope” governance model.
C. FINANCE, STRATEGY & HUMAN CAPITAL DIRECTORATE
This Directorate manages the party’s financial health, human resources, and the long-term implementation of its strategic goals.
- Finance, Political Parties Fund & Strategy Department
- Finance & Resource Mobilization Section: Managing member subscriptions, the “Uwazi” (Transparent) ledger, and partnerships.
- Accounting Services Section: Financial reporting, audit readiness, and administration of the Political Parties Fund.
- Planning & Research Section: Translating the Manifesto into legislative white papers and monitoring the 2024–2027 Strategic Plan KPIs.
- Human Resource and Party Administration Department
- Human Resource Management Section: Recruitment, training, and staff welfare for the Secretariat and County offices.
- Administration Section: Management of physical assets, Nyamira Plaza operations, and regional office logistics.
- Records Management Section: Maintenance of the official party archives, including membership registers and minute books.
3. Independent Units
These units report directly to the Executive Director and the Secretary General to ensure internal checks, balances, and specialized focus.
- Corporate Communications & Media: Coordinates the “Uwazi” communication strategy, manages public relations, and oversees all digital media content (TikTok, Facebook, Web).
- National Elections Board (NEB): An autonomous unit in charge of managing internal party nominations and elections to ensure a credible democratic process.
- Legal Advisory & Advocacy: Provides specialized counsel on party legal instruments, drafts contracts, and represents the party in external litigation.
- Internal Audit & Assurance: Provides independent oversight to ensure sound internal controls and transparency in the use of party and public funds.
- Special Interest Groups Unit: A dedicated unit coordinating the CIPA Women’s League, Youth League, and Disability League to ensure the 30% inclusivity mandate is met.
4. Grassroots Hierarchy (The Field Architecture)
